Negotiations Process

OVERVIEW

UN special envoy Jane Holl Lute held a fifth round of meetings with the two leaders on Thursday as part of her efforts to get the two sides to agree to the terms of reference for the resumption of Cyprus talks, all six papers reported on Friday.

Lute will be holding fresh meetings with the two leaders on Friday, the papers added.

She has been meeting back-to-back with the two leaders since Sunday in a desperate attempt to reach an agreement between the two sides on the terms of reference.

In a written statement issued after Thursday’s meeting, Akıncı’s spokesman Barış Burcu said that there was the possibility of another meeting with the UN special envoy before the end of the week.

He also announced that Akıncı would be briefing the leaders of political parties in the Republic’s Assembly on Saturday, September 7 at 10 am on the latest developments.

The announcement came following an earlier criticism from the leader of the Rebirth Party (YDP) Erhan Arıklı who accused Akıncı of keeping parliament in the dark regarding Lute’s latest contacts on the island.

Speaking on Bayrak on Wednesday, Arıklı said that it was Akıncı’s responsibility and duty to inform parliament of developments.

“It’s obvious something is cooking. Akıncı must convene parliament for an extraordinary session once Lute completes her contacts. If necessary he must seek the support and backing of parliament. While Anastasiades frequently consults with the National Council, Akıncı is running a one-man show. He’s ignoring both the government and parliament. He must at least invite and brief the party leaders. If he fails to do this we shall be launching a petition to convene parliament,” he said.

Arıklı also warned that his party’s reaction will be strong if Akıncı imposes a situation on the Turkish Cypriot side in New York.

OVERVIEW

Turkish President Recep Tayyip Erdoğan announced on Thursday that Turkey may be acquiring a third drillship, it emerged on Thursday.

Speaking at a broad meeting of the district heads of his Justice and Development Party (AKP), Erdoğan said that “if today we have a say in the gas exploration developments [in the Eastern Mediterranean], we owe it all to our drillships and seismic survey ships.”

Erdoğan noted that Turkey now owns two drillships, the Fatih and Yavuz, and two seismic survey ships, the Barbaros and Oruc Reis, while “a third drillship might also be acquired.”

“We don’t look to what one or the other says in the Eastern Mediterranean, we look at what we say,” Erdoğan asserted. “Our ships are in the area. All our frigates are near them. Our planes are ready at any moment.”

Erdoğan reiterated that “no one can impose themselves on Turkey”, which has rights in the area as a guarantor power, he said.

“And these rights we will defend until the end,” Erdoğan said.

On Thursday, Turkey’s Energy Minister Fatih Dönmez said that Turkey would not allow a ‘fait accompli’ in Cyprus.

He said that Turkey will continue its drilling activities based on its rights stemming from international law.

He said that discussing the fair distribution of the island’s resources could come to the table again in the future.

Benter says the community must protect Evkaf

Property, Territory

OVERVIEW

İbrahim Benter, the General Director of the Evkaf Administration of Cyprus, said the forthcoming hearing at the European Court of Human Rights (ECHR) on November 4 regarding property in the fenced-off city Maraş (Varosha) will be a fight for humanity.

Speaking on a programme on Bayrak on Thursday, Benter said that religious foundations such as the Evkaf were established to serve humanity. He added the property in question and which the ECHR will decide on, were once donated to a religious foundation for the needy.

“Now they are attempting to utilize properties to make the rich even richer,” Benter said.

Benter added that the ECHR will not be deciding whom the property belong to but whether or not the applicants were able to seek their rights.

He asked the Turkish Cypriot community to show solidarity with the Evkaf Administration because Evkaf supports the community by building new schools, repairing state buildings and providing equipment to hospitals.

“I am only a director at the Evkaf; the Evkaf does not belong to me, therefore the people must protect it,” Benter stressed.

Benter also recalled the decision of the Immovable Property Commission (IPC) on the property in question.

He said the IPC had turned down the application of the Greek Cypriot claimants on the grounds that the property had once belonged to the Evkaf Administration. The lawyers for the Greek Cypriot claimants in response said they did not recognize the Evkaf and took the matter to the ECHR.

Benter reiterated his call for support and said that the gains to be achieved from the Maraş (Varosha) case, will be utilized in social projects, education and health.
