The bill on the “code of civil procedure” envisages the introduction of serious measures on executing court orders effectively and fairly. The bill also introduces measures to overcome problems experienced with the implementation of sequestration orders.

President Mustafa Akıncı called on Greek Cypriot leader Nicos Anastasiades before the tripartite meeting scheduled for 25 November. Akıncı said: “If we want a solution, we have to show the political will to seize the opportunity before us that has emerged two years later.”

Thousands of Greek Cypriots and foreigners crossed over to the North over the weekend. According to information obtained by Diyalog, around 12,000 vehicles crossed through the Metehan (Ayios Dometios) crossing point on Saturday and Sunday. A great number of Greek Cypriots lined up at petrol stations to fill their cars due to cheaper fuel prices in the North. Others stopped at supermarkets, clothing shops and hairdressers.

President Mustafa Akıncı on Sunday called on the Greek Cypriot leader Nicos Anastasiades to seize the current opportunity in the Cyprus talks which emerged after a two-year interruption.

In a written statement on Sunday, Akıncı said that duty fell on the UN Secretary-General to make sure that the two sides remained committed to UN principles, parameters and past convergences.

“The UN must make sure that the meeting which will be held within this framework will be successful,” he said.

Akıncı also said that he will continue to defend the legitimate rights and interests of Turkish Cypriots to the very end.

He added that the Turkish Cypriot side was continuing its preparations for the meeting in Berlin in constructive cooperation with the UN General Secretariat with the awareness of the responsibility bestowed on him by the Turkish Cypriot community. 

“We shall be carrying out all necessary consultations in the coming days within the framework of democratic practices as we have done in the past,” he added.

Akıncı also hit back at the government, stating that he was out of the question for him to turn down the UNSG’s invitation for the tripartite meeting in Berlin.

“To accept the demand of the senior partner of the coalition government would only draw condemnation on the Turkish Cypriot community from the international community,” he added.

Akıncı also pointed out that official negotiations had not begun.

“The work which is being carried out is to prepare the ground for negotiations and to determine how those talks can be concluded in a results-oriented manner,” he noted.

Akıncı added that Cyprus was going through a difficult period.

“We shall either demonstrate in the foreseeable future the skill to achieve a federal solution based on political equality, freedom and security or face the harsh reality of permanent division,” he warned.

Akıncı said that it was important to seize the current opportunity which emerged two years after the talks collapsed.

“Mr Anastadiades should focus on making this opportunity work and should refrain from issuing statements aimed at gaining leverage at the forthcoming meeting. He must stop making false statements concerning our meeting in August and the meetings held during Lute’s visit to the island. He should stop misinforming his community with false information,” he said.

Akıncı added that the Turkish Cypriot side will continue to work for a just and lasting solution to the Cyprus Problem with a constructive stance.

“We hope that our efforts will be met with similar steps,” he concluded.

In the meantime, the leader of the People’s Party (HP) and Foreign Minister Kudret Özersay on Friday argued that conditions for a federal settlement did not exist in Cyprus.

Özersay addressing members of the public in Haspolat (Mia Milia) on Friday night said that the two communities on the island did not trust each other. “There is a side that does not want to share power or governance. It is for this reason, that insisting on a federation only serves the continuation of the status quo on the island,” Özersay said.

Özersay said there was a need for a paradigm shift in Cyprus that would envisage a two-state solution.

“A federation is not necessarily bad but conditions for a federal solution in Cyprus do not exist,” he added.

On the issue of hydrocarbons, Özersay repeated the view that Turkish Cypriots have rights over the island’s natural gas resources.

“We are displaying the necessary political will to preserve and protect our rights on the issue,” Özersay said.

Özersay also emphasized the importance of protecting the Turkish Cypriot state.

“The Turkish Cypriot people’s most striking characteristic, in my view, is their will for self-governance. If we want to remain as a community and protect our identity, we have to first, protect our state.”
