All sides need to contribute in order for a five-party conference to take place, President Mustafa Akıncı said on Saturday.

Akıncı, speaking during visits to Tepebaşı (Diorios), Kalkanlı (Kalo Chorio Kapoutii, Gemikonağı (Karavostasi) and Bağlıköy (Ampelikou), reminded that the UN Secretary-General (UNSG) had expressed his readiness and willingness to take on an initiative to convene a five-party conference.

He pointed out that the UNSG was waiting for the elections in the north and for the Brexit process to be completed.

Akıncı drew attention to the issue of hydrocarbons, stating that developments in the region brought with it great risks.

These risks make the solution of the problem a necessity not only for Turkish Cypriots but for the rest of the region as well.

Akıncı said that the outcome of the trilateral meeting in Berlin was also important in it had been reaffirmed that any new process from now on will be results-oriented, will not be open-ended, will aim a strategic agreement.

Meanwhile, the leader of the Republican Turkish Party and presidential hopeful Tufan Erhürman said on Friday that a two-state solution under the European Union’s (EU) umbrella is not possible under the current conditions.

Speaking to Bayrak, Erhürman said it was important not to shift the basis of the talks as Turkish Cypriots had lost enough time.

Erhürman added that a two-state solution would require the political recognition of the north by the Greek Cypriot side, P5 and all 27 members of the EU.

The CTP leader said that there was a need for a more proactive foreign policy where representatives of the Turkish Cypriot community will be in constant contact with EU institutions, Turkey, the UK, the US and Russia.

He also underlined the importance of preparing well for a five-party strategy.

Touching upon the issue of the fenced-off city of Maraş (Varosha), Erhürman said that it was necessary to take steps which will bring Turkish Cypriots closer to the international community and international law.

“We see former Greek Cypriot residents applying to the Immovable Property Commission (IPC) for their properties. They either want their properties returned or compensation for loss of use. When they fail to achieve either they take the matter to the European Court of Human Rights (ECHR) demanding that the IPC’s status as a domestic remedy be removed,” he said.

Erhürman added that it was important to act according to UN Security Council (UNSC) resolutions on Maraş (Varosha) which called for the rightful owners to return to their properties and for the city’s administration to be handed over to the UN.

“The part of allowing residents to return is easy. That can be solved legally but the part of handing over Maraş’s (Varosha) administration to the UN is trickier. What does this mean? We need to sit down and negotiate this with the UN,” he said.

He questioned what would be handing Maraş (Varosha) over to UN control entail.

“Are we talking about municipal services? Are we talking about a police force? Since most of these are not possible to implement we need to sit down and discuss this. Does the Greek Cypriot side want to be involved? That too would be subject to a condition. That condition is implementing the Confidence-building measures agreed in 1990 which proposed for the opening of Maraş (Varosha) together with the Nicosia airport. We are ready to discuss such an issue,” he said.

“Creative and proactive foreign policy both for the Cyprus issue and other issues is needed to end the uncertainty in the country,” independent candidate Kudret Özersay said on Saturday.

Speaking to residents in Güzelyurt (Morphou), Özersay said he would be more effective in realising his foreign policy goals such as the hydrocarbons, trade with other countries and the opening of Maraş (Varosha) if and when he was elected to the post. He also promised to work to end the uncertainty the country was in.
