Anastasiades to submit ’60s Constitution proposal before UNSG

OVERVIEW

President Nicos Anastasiades said that during the trilateral meeting to be held with TC leader Ersin Tatar and the UN Secretary General (UNSG) Antonio Guterres, he will be formally submitting his proposal for a return to the 1960s Constitution in a bid to dismantle TC claims that GCs do not want to share power.

The dailies report that in statements to television station Alpha on Saturday before departing for New York, Anastasiades conceded that more dialogue is needed on how this system (his proposal) will work given the new data. Politis reports that this statement shows that from the moment that he threw this idea onto the table, no further work has been done and he will have nothing more constructive to say about it. Therefore, the paper writes that it is likely that Anastasiades will table the idea but it will be fully ignored by Tatar.

Politis reports that with Anastasiades going to the trilateral meeting to submit his proposal for a return to the 1960s Constitution and with Tatar reiterating that he will be going to New York without changing his position on the need to abandon a federal solution and work towards a two-state solution, it is doubtful that the UNSG will be able to find any common ground. The paper reports that neither of the two leaders appear ready to help Guterres with positions that have a bare minimum in common.

Phileleftheros reports citing diplomatic sources that Anastasiades will attempt to persuade Guterres that the GC side is ready to resume the negotiations process on the basis of UN resolutions.

Alithia, citing informed sources, reports that during his meeting with Guterres, he will stress that the existing body of work and especially that of 2015-2017 must be utilised, he will point to the Guterres Framework as a basis for negotiations and will explain that he is ready to submit new ideas in line with UN resolutions and explain them, and that he is ready to meet with Tatar.

Politis reports that Tatar has said that he will consent to a joint meeting with Anatasiades and Guterres, but not to the issuing of any announcement or statement in order to avoid any reference to a bizonal, bicommunal federation (BBF).

The dailies report that Anastasiades began holding contacts in New York on Saturday, when he attended an event held at the residence of the Republic’s permanent representative to the UN Andreas Hadjichrysanthou, before attending a dinner with representatives of the Federation of Cypriot American Organisations.

On Monday, Anastasiades will visit Ground Zero, where in a special ceremony he will lay a wreath at the monument to the victims of 9/11. He will then meet with the Director General of UNESCO Audrey Azoulay, with whom he will discuss, among other issues, the agenda of the 41st Session of the UNESCO General Conference to be held in Paris next November and issues related to the protection of cultural heritage.

Anastasiades will then hold a press conference on his meetings as well as the bilateral meeting he will have with Guterres and his joint meeting with Guterres and Tatar. After the press conference, Anastasiades will host a delegation of the American Israel Public Affairs Committee (AIPAC), with whom he will discuss the further enhancement of the strategic relations between Cyprus and Israel and will brief them on developments in the efforts to resolve the Cyprus issue.

Phileleftheros reports that Foreign Minister Nicos Christodoulides will also be holding a series of contacts in New York, which will include his counterparts from Egypt, Greece, Kuwait, and Kyrgyzstan, and will also attend an informal summit of EU Foreign Ministers.
