Ersin Tatar travelled to London after receiving reassurance from reliable sources that he would not be arrested. Tatar who was not satisfied by the inquiry of the head of Turkey’s Interpol Department sought the help of other sources. The Serious Fraud Office said that an arrest warrant had been issued in Tatar’s name on August 13, 2015, but that this was later removed. Tatar travelled to London with a Turkish diplomatic passport.

Özersay: Timing of Turkey-Libya agreement impeccable

Turkish Cypriot Foreign Minister Kudret Özersay on Friday welcomed the deal reached between Libya’s internally recognised government and Turkey on maritime boundaries.

Speaking to Bayrak, Özersay said the agreement had come at the right time.

According to Özersay, the agreement would eliminate the moves of the Greek Cypriots for a closed-off area.

Özersay pointed out that the Greek Cypriot side had acted to exclude Turkish and Turkish Cypriots from the region by signing deals with countries such as Israel, Egypt and Greece with whom Ankara had poor relations.

Recalling that after the Berlin meeting the Greek Cypriot side asked for the Turkish activities in the region to stop, Özersay said that with this move, Ankara had sent out the message that the Cyprus problem settlement talks would not hinder her activities at sea.

The 2011 continental shelf delineation agreement between Turkey and the TRNC along with permits for hydrocarbons exploration and drilling, he said, was a major policy change as regards balances on the ground.

Now, he added, the Turkey – Libya agreement concerning the west of the eastern Mediterranean will complete the change that began with Turkey’s agreement with the Turkish Cypriots.

Commenting on the Greek Cypriot side’s reaction, Özersay said that the reaction showed that they were doing the right thing.

“They can condemn us as much as they want. Both Libya and Turkey which have long coastlines along the Mediterranean cannot be excluded from the region according to international law. It is only natural that they are disturbed by this move which eliminates their attempts to ignore the rights of Turkey and the Turkish Cypriot people,” he said.

Debate and wrangling over whether or not the outcome of the trilateral meeting in Berlin was a success continued on Friday.

The leader of the Republican Turkish Party (CTP) Tufan Erhürman on Friday said they knew in advance the trilateral meeting in Berlin would not open the door for a five-party meeting but had still expressed the hope that it would.

“It succeeded in cracking the door open but we shouldn’t be sitting around and waiting just because we have presidential elections in five months,” said Erhürman.

He added that a federation was still at the negotiating table, it had been reaffirmed in Berlin but that there was a deadlock on the issue of political equality.

Speaking on Bayrak, Erhürman said that as the CTP they had held numerous contacts with foreign ambassadors as well as representatives of DISY and AKEL prior to the meeting in Berlin.

“We told them that no result was achieved in Crans Montana despite the fact that important offers had been made. The Turkish Cypriot side and Turkey had the high ground in terms of morale after Crans Montana,” he added.

Erhürman also blamed the Greek Cypriot leader Nicos Anastasiades of resorting to delaying tactics for the past two years.

“We had it made it clear prior to the trilateral meeting that we did not expect a comprehensive solution in Berlin,” he said.

“What we did expect from Berlin was the start of a results-oriented negotiations process very different from the ones held to date. We don’t want the process that follows to be like the process we experienced after the Annan Plan,” he added.

Turkish Cypriot Foreign Minister Kudret Özersay said that the Greek Cypriot side did not see negotiations as an instrument to solve the Cyprus Problem but as a means to pressure Turkey and the Turkish Cypriot side.

In an interview with CNN Türk, Özersay said that numerous meetings, conferences and summits had taken place in the past 51 years since the negotiations first began in 1968.

He argued that two sides had different interpretations and intentions regarding a bizonal, bicommunal federal (BBF) solution.

Commenting on the Berlin meeting, Özersay said that the Greek Cypriot community had understood that it was not ready to share power or wealth with Turkish Cypriots.

“This is a valid argument to this very day. There is nothing related to a results-oriented negotiations process. No dates, no timetables or deadlines,” he added.

Özersay argued that the Greek Cypriot side was using the negotiations to exert pressure on Turkey and the Turkish Cypriot side.

“For example, the Greek Cypriot side is using the continuation of the talks to convince the energy companies which it granted licenses for drilling in the Eastern Mediterranean to continue their operations,” he said.

Özersay, on the issue of Maraş (Varosha), said that work was continuing on the government’s plans to re-open the fenced-off city.

“The work has not stopped or slowed down. It seems the Greek Cypriots have been unsuccessful in achieving their goal,” he added.

Özersay also claimed that the international community was sympathetic to the Maraş initiative because the government was pursuing a policy that was taking into account the rights of former residents and aimed to return the area currently under military control to civilian life. 

“Secretary-General Guterres will design the road map himself,” Turkish Cypriot side’s negotiator Erhan Erçin said on Friday.

Speaking on HaberKıbrıs web programme, Erçin added: “The UN Secretary-General (UNSG), in Berlin, has made a commitment towards designing a road map based on a gradual and a structured programme for the coming process.”

Erçin said unlike previous endless negotiations in the buffer zone, the new process will be different with priorities laid out.

“The goal for the process will be to reach a strategic agreement,” Erçin noted.

He also recalled that the concept of political equality and its basic principles have been reaffirmed during the trilateral meeting in Berlin.

Responding to a question, Erçin said the burden of the lack of solution on the island is on the Turkish Cypriot side. He added that the critical point for the Turkish Cypriot side is to work towards the goal of a solution with determination and consistency. “It is important that the UNSG has emphasized the urgency of the solution and it is important that he is engaged in the process again,” Erçin said.

Erçin, in addition to rejecting the accusations against President Mustafa Akıncı for not being proactive, said Akıncı has been working relentlessly with all the actors involved in the Cyprus issue.

“The Turkish Cypriot side’s determined stance towards a federal solution cannot be questioned. The international community’s approach to a federal solution is obvious and Mr Akıncı has maintained very close contact with the UNSG, with his special envoy Lute and all other parties involved,” Erçin concluded.

Meanwhile, Akıncı announced he will be briefing the political parties in the Turkish Cypriot parliament on 4 December.

He will also hold a meeting with the mayors and heads of political parties not represented in the parliament on 5 December.

On 6 December, he will hold a meeting with representatives of the civil society organizations followed by a meeting with mukhtars on 7 December.
