Equal sovereignty & equal international status are essential for TCs, says Ertuğruloğlu

Negotiations Process

OVERVIEW

Turkish Cypriot Foreign Minister Tahsin Ertuğruloğlu on Friday said that the  Turkish Cypriot side had no intention of changing its position tabled during the five-plus-one meeting in Geneva at the upcoming meetings in New York.

He added equal sovereignty and equal international status were vital for the Turkish Cypriot side.   Evaluating the developments in the Cyprus problem to Turkish news agency Anatolia on Friday before departing for NY with Turkish Cypriot leader Ersin Tatar, Ertuğruloğlu played down the possibility of a new five-plus one conference in the near future.

“There are currently no new developments that have managed to bring the two sides closer to finding common ground,” he said, adding that the Turkish Cypriot side had no intention of backing down from its current position.

He said that in any event, the Secretary-General should not leave the Turkish Cypriots in limbo, openly admit that there was no common ground so that the process can move in a new direction.

Arguing that the core of the Cyprus problem was the inequality between the two sides, Ertuğruloğlu said the Greek Cypriot side would not budge from its positions as long as the Republic of Cyprus (RoC) which it occupied remained the sole recognized entity on the island

“The RoC, therefore, is the main obstacle before the solution on the island,” Ertuğruloğlu stressed, adding that there are two peoples, two states and two sovereignties on the island. He argued it is meaningless to try to work on different solution models on the island unless “the reality of two states on one island” is accepted.

“My expectation from the Secretary-General is to announce openly that there is no common ground in Cyprus and admit that there is no need for a Good Offices mission on the island,” Ertuğruloğlu said, adding that the UN must be saved from having to take sides with the Greek Cypriot side.

He added no one should expect any developments on the Cyprus problem as long as the UN maintains its position in favour of a single federal state made up of two communities.

Ertuğruloğlu also argued that the UNSC resolutions on Cyprus are outdated and need to be updated in line with the realities on the island. “There are already two separate states neighbouring each other and the two sides can continue to exist side-by-side maintaining good neighbourly relations,” Ertuğruloğlu said.

Asked to comment on Greek Cypriot leader Nicos Anastasiades’ proposal to return to the 1960 Republic, Ertuğruloğlu said “This is proof that the Greek Cypriots see Cyprus as a Greek island and see the Turkish Cypriots as a minority on the island.”

He said the official negotiations can only start if the sides will sit around the table as two separate states. Also asked about British High Commissioner Stephen Lillie’s remarks, Ertuğruloğlu reiterated his earlier remarks, adding that the UK must act impartially as a guarantor nation instead of siding with the Greek Cypriot side and repeating Greek Cypriot leader Nicos Anastasiades’ decentralized federation model.

Benter: “The GC side adopted a rejectionist attitude on Maraş (Varosha)”

Property, Territory

OVERVIEW

İbrahim Benter, Director-General of the Evkaf Administration of Cyprus, on Friday criticized the Greek Cypriot side for rejecting all rights belonging to the Evkaf Administration of Cyprus on grounds that the north was under Turkish occupation.

Speaking during a web TV programme on Friday, Benter reiterated that the fenced-off town of Maraş (Varosha) is a property of the Evkaf, which is the extension and combination of various foundations established during the Ottoman period.

He also said the people can use Evkaf properties if they continue paying their rent, put forward a claim that the administration too was seeking compensation for loss of revenue since 1974.

“We have taken the issue of unpaid rent to the European Court of Human Rights (ECHR) after exhausting all domestic means at Greek Cypriot courts,” Benter said, pointing out that a verdict given by a British court was set as a precedent.

He said that an application was made for a property in 1956 for its title deed to be transferred to the users of the property but the British court ruled out the application, stating that the foundation properties cannot be transferred to anyone or any company.
