OVERVIEW

UN Secretary General (UNSG) Antonio Guterres announced the appointment of Canadian Colin Stewart as his new Special Representative and head of UNFICYP, while Stewart will also perform the role of Deputy to the UNSG’s Special Adviser on Cyprus, the dailies report.

Stewart succeeds Elizabeth Spehar, to whom, according to a UN announcement, the UNSG is grateful for her strong leadership and dedication over the course of her tenure. The dailies report that Stewart’s appointment was confirmed by Government Spokesman Marios Pelekanos, who said that Stewart is expected to take on his new role at the end of the month, when Spehar’s term expires.

Haravgi reports that Stewart will be focusing on seeking common ground for the implementation of confidence-building measures (CBMs), since for the time being there is little room for common ground to be found between the two sides for the resumption of talks. The paper adds that Stewart is hoping that in this way, he will be able to set into motion the creation of a new framework for securing a Cyprob solution, and is already working with British officials on the matter.

Haravgi also reports that prior to his arrival in Cyprus, he will be briefed on the Cyprob situation by officials of the UN Secretariat.

The UN announcement said Stewart most recently served as the UNSG’s Special Representative and head of the UN Mission for the Referendum in Western Sahara (2017-2021). It added that Stewart brings a demonstrated record of leadership and management, with over 28 years of experience in peace and security and international affairs.

He previously served as Deputy Head and Chief of Staff of the UN Office to the African Union in Addis Ababa, and held appointments in several UN field missions, including as Acting Chief of Staff and Chief of Political Affairs at the UN Integrated Mission in Timor-Leste (UNMIT) (2007 to 2009).

Regarding the appointment of a UN envoy, the dailies report that Pelekanos said that this is expected to take place over the coming weeks.
