Anastasiades: Released UN minutes show the true events

Negotiations Process

OVERVIEW

The reality of the Cyprus problem has been repeatedly said, but in an organised way some people have taken care to place the blame on the GC side and not on Turkey and its intransigent positions, President Nicos Anastasiades said on Sunday according to the dailies.

In statements after the memorial of former President Glafkos Clerides, Anastasiades commented on UN minutes published by Phileleftheros in two separate reports, with each detailing a meeting between UN Secretary General (UNSG) Antonio Guterres and Turkish Foreign Minister Mevlut Cavusoglu in Crans Montana in July 2017.

Asked to comment, Anastasiades said he would speak later as he understood other minutes would be released. He did say however that those released so far show the real events and not the myths and narratives that a certain UN official was spreading to those well-wishers who wanted to watch and listen to him.

Phileleftheros reports that Anastasides’ reference to a certain UN official involves Espen Barth Eide, the UNSG’s former Special Adviser on Cyprus. The paper adds that Anastasiades considers Eide responsible to a large degree for creating false pretences. Haravgi suggests that Anastasiades’ comments were a direct attack against Guterres.

Anastasiades said Guterres’ position on troops and guarantees was clear. He said Guterres called for an abolition of the anachronistic system and for its replacement with something that would be acceptable to both sides.

He said that there is no clearer statement than the one of June 4 and all those included in his informal document. Anastasiades said that those who insisted on guarantees and the presence of military forces, as well as on the setting up of a military base on the island are dispensed because the UNSG, due to courtesy or because he wished to leave the door of dialogue open, considered that the stance shown by the guarantor powers was constructive.

Anastasiades said a simple reading of the positions of the guarantor powers shows that Turkey insisted on the continuation of the guarantees, while Greece wanted the guarantees abolished. The GC side wanted the withdrawal of the occupying troops, he said, while Turkey insisted on a permanent presence. “That was the constructive attitude of the guarantor powers,” he said.

Anastasiades said in another paragraph of the notes the UNSG said that almost all the internal aspects, table 2 as it was called, were almost agreed. He said he did not want to comment on any more than that, nor on a group of journalists who have unfortunately for the last four years been trying in every way to not only distort the truth and the historical facts, but also to undermine even the prestige of the President of the Republic of Cyprus. “History will judge them and judge me,” he said.

Leader of DISY Averof Neophytou also said the Guterres framework was clear, and the Cyprus problem was placed in the correct framework for the first time at Crans-Montana. He said Guterrers’ position was clear, that we cannot have a normal state with foreign guarantors and foreign troops.

AKEL spokesperson Giorgos Koukoumas said the UNSG’s report after Crans-Montana places the blame for the collapse of the process on both leaders. He said there is a big gap between that narrative and the narrative of Anastasiades, and asked why Anastasiades and the government did not cast doubt on that report all these years. He said that whatever the reason, the result has been that since then, the international community is guided by that UN report which removes blame from the occupying power and distributes it among the two sides.
